Minutes of Meeting Held on 16 May 2006Accepted.2. Matters Arisingi. The Children & Young People’s Plan was agreed by Cabinet on 29th June 2006 copies can be accessed on the Every Child Matters in County Durham website. All partners are asked to take the plan through their respective internal structures.ii. Partners were thanked for contributions to the Annual Performance Assessment. A site visit took place on 31 May 2006. Draft outcomes are due in September; the outcome will be on the OFSTED website in October. 3.Chairs UpdateStanding Itemsi. Update form meeting with CYPPG Chairsii. ECM Project Team Update iii. Children’s Fund Update iv. Children’s Centres Update i. Update from Children & Young People's Planning Group Chairs It was reported that the following items were discussed: consultation arrangements fro the Design document, the need to review outcomes work and the announcement of 5 events taking place across the county to discuss the evolution/development of the Local Planning Groups into Local Children’s Boards. Dates as follows: 15th September 06, 18th September 06, 22nd September 06, 27th September 06, and 29th September 06. ii. ECM Project Team Update – it was reported that the decision to amalgamate the Implementation Team and the ECM Work streams into the new ECM Project Team was endorsed by the Children’s Shadow Executive Board. The role will be to break ECM down into workable chunks and act as the engine group for the CSEB. Membership is as follows: Eva Alexandratou, Christina Blythe, Janice Bray, Neil Charlton, Tricia Cresswell, Frank firth, Mark Gurney, Gail Hopper, Carole Thompson, Nick Tzamarias. It was suggested that one member of the Project Team should provide a link between the Local Strategic Partnerships and the Local Planning groups, Mary Hall to be invited to be a member of the Project Board. County Durham Strategic Partnership – Tricia Cresswell informed that Paul Garvin’s review of the CDSP proposed that the Children's Block of the Local Area Agreement should be managed by the CSEB therefore the CSEB will lead on the LAA block. The CYPSP accepted the proposal. iii. Children’s Fund Update – item deferred as Eva Alexandratou on leave. iv. Children’s Centres Update – TC referred the partnership to the update report circulated in the information pack ‘Children’s Centres Developments on County Durham – An Update for the County Durham Children and Young People’s Strategic Partnership’. The report covered: the initial task (phase 1; 2004 – 2006)’, moving on (phase 2; 2006 – 2008), planning phase 2 Children’s Centres. Annex 1 and Annex 2 to the report are outstanding to be circulated later. 4. Local Planning Groups Updatei. Derwentsideii. Durham &Chester Le Street iii. Easington iv. Sedgefield v. Durham Dales i. Derwentside - Report included in information pack: ‘Derwentside Children and Young People’s Planning Group Report to: County Durham children and Young People’s Strategic Partnership, 25 July 2006’. ii. Durham & Chester Le Street - It was reported that the Participation Strategy is complete, NSF work is ongoing and the group need to contact Derwentside regarding engaging with service users. iii. Easington - Report included in the information pack: ‘County Durham Children and Young People’s Planning Forum – Easington Update’. iv. Sedgefield - It was reported that significant work is underway in Sedgefield regarding refocusing in terms of priorities. Development work is also underway regarding how partners and partnership will achieve the ECM outcomes; the final presentation should be ready in the next few weeks. As this coincided with the restructure of the LSP it is hoped a useful piece of work will be produced. v. Durham Dales - It was reported that only 1 meeting has taken place which looked at the response to the Design document. The issues are local linkage, local capacity to engage in agendas. The Children’s Centres task group will now be chaired by Sue Younghusband. 5. Strong Healthy Safe Communities – Update ReportThe partnership discussed the issues raised and recommendations in Cameron Gordon’s report: ‘Report of the Strong, Healthy, Safe Communities Partnership (SHSCP) to the Children and Young People’s Partnership, July 2006 - report of SHSCP discussion of issues raised by young people in the areas of work covered by the SHSCP’ (copies circulated). The report covered feedback from 3 meetings held with young people. The report recommended that the SHSCP and the Children and Young People’s Strategic Partnership consider the areas identified by discussions within the SHSCP; test these more broadly with local groups including CYPPGs and Crime and Disorder and Reduction Partnerships (CDRPs); take action appropriately in areas which are confirmed as issues to be addressed (following the above discussion at local level); report back on developments in this area to the SHSCP. The partnership discussed the issues raised. CG reported that the primary issue raised was places to go and requested the partnership consider what each of their organisations can do, what other organisations are doing and how we can share workload. It was suggested that much work has taken place already and that co-ordination is the key.6. Tackling Teenage Pregnancy – Update ReportReport circulated in the information pack: Report to Children & Young People’s Strategic Partnership 25 July 2006 from County Durham Tackling Teenage Pregnancy Co-ordinator – Gail Thompson’. GT summarised the report referring to its purpose to inform of the feedback from the Teenage Pregnancy Unit (TPU) on the annual report, highlight the work of the County Durham Tackling Teenage Pregnancy Partnership board and summarise the new publication ‘Teenage Pregnancy Next Steps, 20.7.06’. GT invited partnership members to get in touch with her directly if they require a full copy of the report from Government North East. TC commented that the decline in the rate of teenage pregnancy is good for the whole partnership and that all should be aware of the real challenge around the future 55% target.7. IS Index and CAF updateTony Clamp updated the partnership with a presentation: ‘The Information Sharing and Assessment Sub-Programme’ and reported that there had been significant movement since the last meeting. The presentation covered outcomes, IS Index (1), IS Index (2), CAF and Lead Professional Role, Positive Developments, concerns, summary outlining future progress and expectations. TC clarified that there are no answers yet regarding IT solutions to link organisations. He also clarified that the IS Index is a database containing specific involvement with universal and targeted/specialist services and we will have responsibility for maintaining that database in County Durham... it was suggested that the IS Index and CAF become standing items on agenda’s of local groups as government will make sure that both initiatives will happen. It was agreed TC to produce a monthly update on progress and developments.8. Any Other BusinessIt was agreed to change the date of the next meeting from 19 September 2006 to 10 October 2006 as there will be more to report back from the Shadow Children’s Executive board which is meeting on 28 September 2006.
