2. Matters Arising I) Voluntary & Community Sector Engagement Update – a full presentation will be given at November’s meeting. II) Development of an audit tool by young people – Eva Alexandratou reported that a presentation will be given at November’s meeting after feedback has been received from all young people’s forums.
Standing Items: i. LAA Update Update on Local Area Agreement – DJ invited comments on the LAA event held on 19.9.05. David Landes commented that a good discussion had taken place and that possibly a whole morning could be held on each topic. Mary Hall commented that there was quite a strength feeling that the four blocks should not become four silos and that cross cutting themes should be emphasised. Malcolm Pitt commented that some outcome documents need to be honed down, clarity is needed regarding who is going to lead, and the period given for discussion was short. DJ reported that there was awareness that the event was attended by different people with different levels of understanding and different experience, and that it is recognised that opportunity is needed to digest issues. The presentation on the children and young people block wanted to convey the synergy and the amount of work done already regarding ECM. Copies of the presentation to be circulated with the minutes. Details of the LAA timetable are as follows: the next phase after the outcomes event is a business meeting on Friday 23.9.05 which will look at first steps and presentation of information to Government Office North East by 30th September; the formal period of consultation is 26.9.05 – 14.10.05; there will be a revised submission by the end of October; deadline for the final document is the end of January 2006; to be signed off by the end of February 2006. DJ also reported that a number of issues had been captured in the work so far, a good start has been made, but the timescales are very challenging. We need to bring together the LAA work and the ECM work. DJ recommended all partners ensure their respective agencies/organisations keep up to speed. ii. Functional Modelling Update Modelling Consultation Update – DJ reported that the first phase of consultation concluded on 5th September, formal responses are still coming through. Informal feedback was given regarding some emerging themes. iii. Children’s Centres Update Children’s Fund Update – Apologies were received from Ann Beeton & Patsy Fullen. Liam Cairns reported that the CF proposal is being reviewed. iv Children's Centre Update Children’s Centres Update – Frank Firth reported that in relation to new Bills spillage time is inevitably being hit regarding the building schedule. Proposals for phase two are being pulled together and will be presented to various forums in order that outline plans can be available by the end of October. 4. Local Planning Groups Update: i. Derwentside Derwentside – MP reported as follows: the LPG is getting involved with the 2004/2010 Community Strategy in Derwentside; Outcomes document has been finalised and will be forwarded to Kath Tansey; the LPG has just undertaken the process regarding looking at the Children’s Fund finances; information sharing has arisen as an issue; Derwentside Participation Officer is in post. ii. Durham &Chester Le Street Durham & Chester Le Street – no update was given. iii. Easington Easington – Martin Armitage reported circulated update report covering the following: work stream Leads invited to join Executive Group; seminar has been convened on 21.9.05 regarding completion of the Outcomes Document; work is ongoing regarding a local strategy for children & young people’s services; local conference is being planned; Children’s Centres progress update; attendance at the local consultation event on the future structure of Children’s Services; ongoing work regarding the redesign of local School Nursing service; Ian Williams Children’s Project Manager Easington PCT is leading work regarding Child Health Mapping. iv. Sedgefield Sedgefield – no update was given. v. Durham Dales Durham Dales – Mary Hall reported as follows: participation workers now in post in both Dales; priorities for rural pathfinders are transport and aspiration; the Best Practice visit to Children’s Centres in Bedlington was successful; discussions have taken place on the Green Paper and the BSF Vision; the Obesity strategy work will take place in CYPPG but be fed into the Health thematic group to link with adult work.
Meg Boustead gave a presentation (copies circulated) covering: the healthy care audit 2004; healthy care needs, the five MALAP work streams; MALAP reporting arrangements. MB requested comments regarding whether the links are sufficiently robust. MP commented that the arrangements are still quite new and need to become part of the LPG agendas; DL commented that a particular issue is how the concerned agencies get to know about children placed in private organisations within DCC by other authorities. MB informed that it is the responsibility of other authorities to let DCC know when a child is placed within Durham County and that the private organisations should also inform DCC. DL suggested that a more systematic way of knowing about these children is required. DJ commented that this has been a perennial issue and agreed that the existing systems need strengthening. MB to request the Dales MALAP lead officer to look into this. MB also informed that Gill Palin, Aycliffe Young People’s Centre is the link regarding secure units.
Lynne Gregory gave a presentation (copies circulated) updating on current developments and future challenges including : looking at current pattern of outcomes against national relevant local comparators; informing that all children are included but particular focus is on SEN/disability/CiPC; the views of children young people & their families are drawn on; the integrated needs analysis will support commissioning; it will be an essential foundation for the Children & Young People’s Plan and CDLAA; areas covered regarding findings. LG also informed that the AN&S now has a web presence, invited partners to access this and informed that a special edition of the ECM newsletter devoted entirely to the AN&S will be circulated in November. Future challenges include: the development of a database of services; partnership agreement regarding a means of collecting and publishing an agreed database of outcomes; the development of proposals to ‘mainstream’ the audit approach and secure resources to sustain work in line with the future model for commissioning; establishing a means of analysing trends and patterns to support new arrangements for planning and delivering services and fulfil the duty to cooperate. LG informed that the editorial leads are: overview Chris Connelly, enjoying & achieving Lynne Gregory, achieving economic well-being Janice Bray, being healthy Suzanne Lamb, and staying safe Julie Scurfield. In terms of where Leisure Services fit in the diagram it was suggested that another circle may need to be added. DJ informed that the enormous amount of work done in this area needs to be logged, she urged all partners to have a look at the website. The CYPSP will need to decide how we continue this work in order to build a robust commissioning framework.
Lynne Gregory gave a presentation ‘Developing Inclusion in County Durham’ (copies circulated alongside copies of the leaflet ‘Altogether Better – Next Steps’ & copies of the Special Educational Needs and Disability Strategic Plan 2005 – 2010 Foreword) the presentation covered: the vision for inclusion; where we are now – the Durham context; what we have done; where we want to be; and what we will do. LG clarified that Altogether Better Next Steps is an updated version of the previous plan, the big version of the plan should be on the DCC website tomorrow 21.9.05. LG also clarified that funding does follow the child unless a child arrives in school part way through the school year. In this case the school is expected to provide until the next round of funding
Carole Payne updated briefly that consultation continues until 4.11.05 and that the County Council’s is in the process of pulling different views together. The paper includes challenges, some unclear areas especially around voluntary agencies, but also perhaps an overall opportunity to streamline services for young people. Paul Hebron commented that detail is lacking regarding organisation of services, costs and regarding responsibilities/ rights. He requested that copies of ‘Youth Matters Consultation - a young people’s summary of the Government green paper, including questions and activities for young people’, prepared by the Regional Youth Work Unit North East and ‘a tool kit for consultation’ also prepared by the Regional Youth Work Unit be circulated to the partnership.
Mark Gurney gave a presentation ‘The Common Assessment Framework (CAF): developing an approach’ (copies circulated) covering: outcomes; background; what is CAF; how will the CAF work; what will the CAF assess; who will use the CAF; when will the CAF be used; CAF essential concepts; benefits of the CAF; CAF – the national timetable; CAF – the requirements in Durham; CAF – the Durham Project; the Durham Project – progress so far; key project tasks; implications for Partner Organisations; summary. DJ reported that this will be a challenge for all members of the partnership and that while the idea has been talked about for years it is now compulsory. Some partners have raised the issue of IT systems; Tony Clamp clarified that we must identify the IT links and confirmed that families would get a copy of the assessment. Web link to the Common Assessment Framework on the Every Child Matters website: www.everychildmatters.gov.uk/deliveringservices/caf/ It was suggested that one of the challenges will be how to skill people up to carry out the common assessment, that we must ensure that any work done with PCTs is not derailed during this difficult period, that it is essential to ensure the Strategic Health Authority is engaged with the work and that frontline workers really want to be engaged in development. It was further suggested that information should be cascaded as soon as possible to take advantage of the good will of staff. It was noted that resourcing the funding for training will be substantial and that the number of agencies/organisations/individuals with potential access to the system may be an issue. MG clarified that some assessments with the agreement of the family need not be shared and that a pathway after assessment is being developed.
