1. Minutes of meeting held on 15 March 2005

Correction - page 3, line 4 should read: ‘Youth Crime Prevention Strategy’

2. Matters Arising

i. Youth Green Paper – it was reported that there is no date for publication yet.

Consultation on Partnership Development Officer’s role – CP thanked the Partnership for all contributions, she informed that there is already further involvement in communication with the voluntary Sector and that the consensus of opinion agreed that while the PDO continues to support the LPGs no objections were received in relation to a proportion of the post’s time being used to support the Voluntary Sector. All feedback has been positive; CP requested any further feedback be sent to her. Mark Weeding informed that a very useful meeting in relation to voluntary Sector capacity building referred to in his presentation in November 04 had taken place last week. DJ informed that letters will be sent out shortly regarding the 05/06 contributions to the PDO post.

ii. Involvement of Young People – Carole Payne informed that a presentation will be given at the next meeting by young people from IIC.

Development of Children & Maternity Clinically Managed Network – copies of a letter regarding the development of this network from Debbie Edwards, Policy Lead, Children & Primary Care, County Durham & Tees Valley Strategic Health Authority to Andrew Young, Chief Executive, Durham & Chester-le-Street PCT & Colin McLeod, Chief Executive Middlesbrough PCT were circulated. The development of such networks is encouraged within the children’s NSF, funding is available for the patch from the CD&TVSHA. The letter requested discussion of the issue within leadership forums and feedback regarding any proposals. Anthony Prudhoe informed that there will be further guidance and that a draft document on the NSF figures has been finalised and will be coming out for discussion.

3. Chairs Update

DJ updated the meeting briefly updated regarding national and local developments: on the national front Beverley.

Standing Items: Hughes is now the new minister, on the local front the outcome of County Council elections see no change in the leader or deputy of the County Council, various other leaders etc will be confirmed as soon as possible and Mark Lloyd takes up the post of Chief Executive in June.

iii. Items arising from meeting of LPG Chairs prior to CYPSP

Meeting of LPG Chairs – DJ reported that a huge amount of work is ongoing currently and excellent progress is being made. Other authorities and regional change advisers are interested in the approach of Durham to ECM.

iv. Children’s Fund Update

Children’s fund Update – Pf informed that a full annual report will be presented at the CYPSP in July.

v. Children’s Centres Update

Children’s Centres Update - A report was circulated “Sure Start Children’s Centres Implementation Update 02/2005 issued April 2005 to Local Authorities Nominated Strategic Officers on the Expansion of sure Start Children’s Centres 2006 – 08: questions & answers for local authorities on key issues”. The report covered the following areas: General, Targets, Children’s Centres funding, Early Excellence Centres (EECs) and Mini Sure Start Funding, SSLP Funding and Flexibilities and Rural Centres. Frank Firth also gave a presentation -‘Update to the CYPSP 17th May 2005 covering the initial task in County Durham, Achievements and Children’s Centres Phase 2, April 2006 – March 2008, (see attached copy as this was not circulated at the meeting).

4. Local Planning Groups Update:

i. Derwentside

Derwentside – A report by Malcolm Pitt was circulated covering: work ongoing to agree protocols regarding Derwentside LPGs position within the Derwentside Partnership, involvement with other partner agencies, consideration of an information-sharing pilot, developing a pilot of integrated working, pathfinder projects update and ongoing work regarding local priorities. Work is also underway regarding links:

ii. Durham & Chester Le Street

Durham & Chester Le Street – Tricia Cresswell updated the meeting as follows: work is also ongoing regarding priorities and work is also underway in relation to links: how to formalise and clarify links with Crime & Disorder Reduction Partnerships and the need for cross membership to alleviate the dissonance between CDRP and the Children’s Agenda and links with Learning Partnerships. Val Goodrum referred to the area inspection in relation to the 14 – 19 agenda due in June and the 14 – 19 strategy presentation given by Peter Craddock and commented that a holistic view countywide will be enabled when both are brought together.

iii. Easington

Easington – Martin Armitage gave an update presentation (copies circulated at the meeting) covering: the revisiting of the differing LPG structure in Easington with a view to changing it, completion of the outcomes document, development of a local strategy for Easington, the appointment of a children’s Centre’s field Officer on 1st June and that Easington still has 6 source streams.

iv. Sedgefield

Sedgefield – The meeting was updated as follows: priority setting is complete and is now a working document, work is ongoing regarding links and gaps, task groups are anxious not to repeat work, various updating presentations have been given to the LPG, pathfinders have been agreed and sub groups are being reviewed, work is well in hand.

v. The Dales

The Dales – Mary Hall updated the meeting as follows: a participation worker from the Community Network in the Voluntary Sector will, alongside other work, give a voice to young people in the LSP; outcomes work has been finalised and discussions are taking place regarding how to take things forward; work is ongoing locally regarding how to link with the Voluntary Sector; one of the key themes of the rural pathfinder is the health & quality of life of local children & young people; a meeting has taken place with a business forum; discussion has taken place regarding how the LPG is going to work with Communities of Learning – both rural and semi rural setting will share this group.

DJ commented on the excellent work underway and thanked all LPG representatives for being brief.

NB: items 6 now precedes item 5 on the agenda.

5. (6 on agenda) ECM in Durham Developments

i. ECM NetworkECM in Durham Developments

ECM Network – Copies of a report to the ECM Implementation Team ‘Every Child Matters Network’ were circulated and Carole Payne gave a presentation (copies also circulated) covering: the questions why do we need a Network? What will the ECM Network do? Who should be an ECM Networker? Other aspects covered included: support to the ECM Network and recommendations. CP invited comments. Feedback included: it may be difficult to get people to commit to ½ a day per month as from the LSP perspective they are already struggling with asking people to commit more time; in principle the Network is not a problem but in practice it may be; putting a specific time contribution within the proposal may create problems as priorities may not allow it; Voluntary & Community Sector capacity is up to the limit already, however they want to agree to engage & respond, they are willing to try it. It was suggested that we look at ways of using what already exists. DJ summarised that the notion of a Network was of value and essential but that the difficulty was releasing the time. It was suggested that the Partnership could agree to identify colleagues, recognise there are different issues for different agencies and that the time component should not be included. CP to contact Partnership members further.

ii. Commissioning Framework

Commissioning Framework – The ‘Commissioning Work stream Project Brief’, from Carole Payne was circulated covering: the purpose of the commissioning Work stream, Context, Service Approach, Scope, Definition & Model of Commissioning, Outcomes of the Work stream, Delivering the Work stream and the timescale of the Commissioning Framework. CP reported that the project brief had been agreed and drew the attention of the meeting to the aim of ending up with one overarching commissioning framework. The need is to arrive at a consensus view of the type of services we need to meet the needs of children & young people in County Durham. This framework may take 10 – 15 years to achieve, it is about how to reshape and refocus services. It is being driven by an exclusive group, which is clearly not the way to agree an inclusive framework. The measure of success will be how much all agencies feel they have been engaged. Therefore a reference group is to be established to support the work of the Work stream group. The test at the end will be if all feel they have contributed and can sign up to a framework.

Integrated Services Pathfinder

Integrated Services Pathfinder – Frank Firth gave a presentation (copies circulated) covering: Purpose, Project Aims and Progress including from all 5 local Planning Group areas.

6. (5 on agenda) Countywide Strategic Developments Countywide Strategic Developments

i. Framework for the Future

Framework for the Future – A presentation was given by Peter Burns, Youth Services Manager, DCC Cultural Services (copies circulated at the meeting) regarding Libraries, Learning and Information in the next decade. It detailed: the 5 strategic areas of the framework, the 5 key offers, how it will be done, what its really about, why reading matters, the importance of access to reading for young people and what libraries do to bring reading to people.

ii. Tackling teenage Pregnancy

Tackling Teenage Pregnancy – Copies of ‘County Durham Tackling Teenage Pregnancy Partnership Board Executive Summary 2005/2006’ were circulated, Gail Thompson gave a presentation (copies circulated) covering: the picture today, the Teenage Pregnancy Unit, demographic figures & statistics for County Durham, national & local statistics for teenage pregnancy, the correlation between teenage pregnancy & deprivation and educational attainment, statistical hot spots within the county, and that the Board are working towards the Durham 5 outcomes. GT added that: government feed back will be available in July, Durham are confident that they will have met the target but as statistics are 2 years behind it is difficult to know, a significant downward trend in needed, and nationally figures are falling.

iii. Government White Paper on 14 – 19 Education & Training

Government White Paper on 14 – 19 Education & Training – Copies of a paper: ‘Key points from DfES White Paper, 14 – 19 Education & Skills, February 2005, Chapter 11 – A System Configured Around Young People’ were circulated. Val Goodrum reported that the emphasis is on vocational training and County Durham has chosen an extra specialised diploma in construction alongside the first 4 specialised diploma lines which must be piloted by 2008. VG emphasised that collaboration across sectors and in planning areas will be needed and is therefore pleased to have 4 area advisory groups, anyone requiring further information can contact VG at the Learning Skills Centre in Newton Aycliffe.

iv. Requirements for the Young People’s Drugs Commissioning Strategy

Requirements for Young People’s Drugs Commissioning strategy – Janice Bray gave a shortened version of the presentation: “Young People & Substance Misuse – Improving Outcomes”. The full version was also circulated for information. Aspects covered included: Policy Context, PSA, Current position, Joint approach, the main objectives, Expectations on LAs, Reforming delivery & Strengthening Accountability, Key Performance Indicators, Building provision around the needs of young people, Targeted interventions with vulnerable young people, particularly for ‘at risk’ groups, children of problem drug users, Building service and workforce capacity and fitting Services to Need. JB drew the attention of the meeting to the longer version of the presentation, which contains detailed information for the examples of young offenders and truants. JB also reported that gradually things are being brought together around the Durham 5.

8. Any Other Business

i. It was reported that a draft paper on the proposed Functional Model is being shared with County Council members currently; it is a formal report that must go through all Partners, and that focus groups on the paper are planned for July.

ii. The date of the next meeting is Tuesday 19th July 05, Committee Room 2, County Hall, Durham.
